Under the guidance and direct supervision of the UNDP ARR Poverty Reduction the UN Volunteer will analyze HIV and AIDS trends and participate in the formulation, management and evaluation of project activities within the unit. The UNV HIV and AIDS Analyst  will work in close collaboration with the UN Joint Team on HIV and AIDS, National AIDS Council and Civil Society Organisations. The UNV will also contribute towards the  implementation of Regional Initiatives under the HIV, Health Development Team at country level.
Duties and Responsibilities
The UNV HIV and AIDS Analyst  will be recruited to implement project strategies, manage the unit project activities, participate in project meetings with partners including the UN Joint Team on HIV and AIDS, generate work plans and reports and facilitate knowledge building and management of implementing partners. The UNV will:
 
Ensure implementation of project strategies focusing on achieving the following results:
  • Thorough analysis and research of the HIV and AIDS  situation in the country and preparation of substantive inputs into the UN Joint Programme of support on HIV and AIDS, Country Programme Document and other documents.
  • Support the identification of civil society organizations, including grassroots for partnership in implementing the project activities
  • Facilitate identification of appropriate groups and individuals for inclusion in nation-al roundtables, to engage in the development of country reports and to participate in public information campaigns,
  • Support the establishment of a small, multisectoral, national steering committee, using existing national structures, which will oversee the assessment and ensure participation and buy-in from a wide range of stakeholders.
  • Based on the findings of the rapid assessment and situational analysis, facilitate hosting of a two-day national roundtable
  • Support the production of the Country reports, combining information from the na-tional assessments and the outcomes of the Roundtables.  These reports will be widely disseminated in a variety of fora and on organisational websites.
  • Facilitate coordination of country based programme activities related to SOGIR and Linking policy and programming on HIV and Sexual reproductive health initia-tives
Participate in effective management of the unit programme within the Poverty Unit focus-ing on quality control from formulation to implementation of activities including annual and quarterly reports, achieving the following results;
  • Design and formulation of some parts of the country office programme within HIV and AIDS thematic area of responsibility, translating UNDPs priorities into local in-terventions.
  • Application of conceptual models in support of knowledge generation on HIV and Human rights.
  • Substantive monitoring and evaluations of the projects, identification of operational and financial problems, development of solutions and participation in country pro-gram meetings.
  • Preparation of inputs for reporting, including donor reporting.
  • Provide support to strengthen CSO coordination and cohesion at all levels for more efficient and effective advocacy and use of human, financial and technical resources
  • Attend UN Joint team and other HIV partners’ meetings on behalf of UNDP
Provides quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results;
  • Identification of sources of information related to policy-driven issues. Identifica-tion and synthesis of best practices and lessons directly linked to programme country policy goals.
  • Sound contributions to the knowledge networks and communities of practice.
  • Professional growth through active learning.
  • Support the programmatic implementation of the Global fund, ensuring that Human Rights issues are properly addressed
  • Participation in the finalisation of the NASIF and supporting its implementation
Furthermore, UN Volunteers are required to:
  • Strengthen their knowledge and understanding of the concept of volunteerism by read-ing relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Output:
  • The work of the UNV HIV and AIDS Analyst will impact on the success of SOGIR project and other HIV Policy work within specific areas of cooperation. In particular;
  • Design, programming and operation of activities achieved.
  • Strategic partnerships created at project implementation levels.
  • Project activities monitored and reporting done on time.
  • A final statement of achievements towards volunteerism for development during the as-signment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Required Skills and Experience
  • Bachelor’s degree in Social Sciences or health science studies.
  • Minimum of two years of professional work experience in the following areas: HIV and project implementation, research and documentation.
  • Fluency in English communication will be required.
  • Excellent computer skills and knowledge of web based management systems will be required.

Assistant aux Finance G5,  la position publiée depuis le 16 Janvier 2017 et sera clôturée le 31 Janvier  2017.
CONTEXTE ORGANISATIONNEL

Le PAM, dans le cadre de sa mission habituelle d’atteindre la faim zéro au Burundi  reçoit des contributions volontaires provenant de ses bailleurs traditionnels, mais aussi des donateurs privés et non traditionnels. Les donateurs du PAM sont de plus en plus exigeants dans l’utilisation transparente et efficace de leurs contributions. Depuis près d’une dizaine d’année, le PAM a adopté le système comptable IPSAS et adapté ses directives et procédures aux exigences des donateurs.

Sous la supervision directe de la Chargée de Finance et le guide du Chef de l’Unité Finance et Administration, l’Assistant Financier sera responsable de la conformité aux principes comptables IPSAS, de la réduction des risques financiers liés à la durée des transactions et soldes ouverts et aux exigences de reportage des donateurs. Pour cela, il ou elle ne sera pas directement lié au circuit de paiement habituel, mais travaillera avec les collègues concernés des autres unités pour empêcher la génération de transactions anciennes risquées dans le système d’information financière du PAM.
PRINCIPALES TACHES ET RESPONSABILITÉS (pas exhaustif)

Collaborer avec les collègues de l’Unité Programme pour connaitre les exigences de rapportage des donateurs. Prendre contact avec les représentants des donateurs sur place pour obtenir les canevas de rapports financiers. Avoir un classement des documents des projets financés par les donateurs et comprendre leurs exigences spécifiques.
En rapport avec les unités Programme, Budget et Logistique, préparer les rapports financiers des donateurs conformément leurs canevas ;
Suivi des avances, des comptes fournisseurs et prestataires, des comptes du personnel, des comptes clients et autres comptes à payer ou à recevoir du Bureau ;
Suivi des enregistrements à temps des factures envoyées ou à envoyer aux colocataires des bureaux : ONU-SIDA, PNUD et OCHA.
Envoie régulier d’emails aux staffs pour des actions à prendre visant à apurer les comptes.
Préparation régulière de rapports sur les transactions ouvertes avec les noms des staffs devant prendre des actions visant à les apurer.
Passation des transactions relatives aux LIV d’apurement. Passation des JV et RV d’apurement.

 Langue: Maîtrise (niveau C) de la Langue Française
 La compétence (niveau B) ou les connaissances intermédiaires de l’anglais est requise.
 Maîtrise de la communication orale et écrite en Français est obligatoire.

As Implementing Agency of the Global Environment Facility (GEF), UNDP is responsible for the implementation of a portfolio of GEF funded and GEF/EU co-founded projects currently amounting to over US$ 20 Million. Under the leadership of the Programme Specialist Environment, the Administrative and Finance Assistant (Environment) is responsible for the transparent use of funds and efficient and effective implementation of administrative processes. 
The Administrative and Finance Associate (Environment) will be responsible for the overall administration of the portfolio of environment projects, including all GEF funded projects. He/she will be responsible for supporting the Programme Specialist Environment, the Sustainable Growth Cluster Head, and the individual project managers in meeting government obligations under the projects, which are implemented under the national implementation modality (NIM), including with the overall management, administrative and financial aspects of project implementation.
The Administrative and Finance Associate (Environment) works in close collaboration with the Operations, Programme and project staff in the CO and MINAMB and in liaison with project partners, to exchange information and ensure consistent service delivery.
Duties and Responsibilities
1 Provide administrative and finance support to the environment portfolio of projects and focus on the achievement of the following results:
  • Provides support for effective administrative and financial management, planning and control of the projects and programme;
  • Provide guidance to the environment team and the management of the office on administrative and financial matters of the portfolio;
  • Recommend strategies for the improvement of financial, management and information systems within the unit and help implement solutions;
  • Prepare Annual Work plans and budgets for all projects in the portfolio and monitor their implementation;
  • Collect, register and maintain all information on project activities and documents;
  • Contribute to the preparation and implementation of progress reports; 
  • Prepare the financial reports of the projects and programme, incl. quarterly and annual reports and any other financial reports, as necessary;
  • Manage the project ATLAS reporting;
  • Prepare and review payments made in ATLAS and ensure the timely payments of services and goods as well as salaries of project staff;
  • Monitor project activities, budgets and financial expenditures; 
  • Advise, and train as needed, all project counterparts on applicable administrative procedures and ensure their proper implementation; 
  • Support the preparations of project work-plans and operational and financial planning processes;
  • Request and follow-up on project procurement and recruitment cases as necessary.  Organization of shipments and customs clearance, as necessary; 
  • Receive, screen, distribute and file correspondence and attach necessary background information;
  • Prepare routine correspondence and memoranda for Project Manager´s signature; 
  • Maintain project filing system;  
  • Maintain records over project equipment inventory;
  • Performing a Buyer role in Atlas, as necessary;
  • Provide information and support during audits;
2. Provide support to the payment process related to the project by focusing on the achievement of the following functions:
  • Preparation of payment requests for operational expenses, salaries, insurance, etc. against project budgets and work plans; 
  • Receive, screen and ensure consistency of monthly bank extracts, with expenditures approved by the Project Manager, and in accordance with the approved workplan;
  • Alert the Project Manager and the UNDP CO on any inconsistencies with the above;
  • Follow-up on timely disbursements by UNDP CO; 
3. Provide logistical support to the project by focusing on the achievement of the following functions: 
  • Assist in logistical organization of meetings, training and workshops; and maintain communication with different stakeholders.
  • Prepare agendas and arrange field visits, appointments and meetings both internal and external related to the project activities and write minutes from the meetings;
  • Provide administrative support and coordinates logistic support to consultancy missions, training activities, and sub-contractors, incl. travel arrangements, as necessary;
4. Provide vehicle management support by focusing on the achievement of the following functions:
  • Oversight of vehicles and equipment maintenance, insurance, certification, and registration procedures;
  • Oversight reporting and investigation of cases of vehicle and equipment damage, accidents, loss or theft of items; update and maintenance of vehicle history report;
  • Perform other related duties as required.

Education:
  • Secondary education with specialization in administration or accounting.

Experience:
  • At least 5 to 6 years of relevant experience in administration or project support and financial management service; 
  • Administrative experience at the UN system an asset 
  • Experience in using ATLAS desirable;
  • Experience in project budgets, track financial expenditure and preparation of financial reports; 
  • Excellent computer skills, in particular mastery of all applications of the MS Office package and experience in handling of web-based management systems
  • Excellent written communication skills; 
Language::
  • Fluency in Portuguese and English
